Designing for a screen it will never leave
An e-letterhead is read on a screen, usually as a PDF attachment and often on a phone. That changes the priorities. Fine hairlines and pale tints that print beautifully can disappear on a low-brightness screen, and a header sized for a printed A4 page can take up a third of a phone display before the reader sees a word.
Keep contrast higher than you would for print, keep the header shallower, and make sure email and website are the most prominent contact details — a reader on a screen will tap them, not copy them onto an envelope.
Why it still needs a paper size
A document that is never printed still has to be a fixed size, because PDF has no concept of a reflowing page. Choosing A4 or US Letter means the file opens at a familiar proportion and prints correctly on the one occasion somebody does print it — which happens more often than people expect with anything contractual.
If the letter is genuinely never going near a printer, A5 is worth a look: it reads better on a phone because the page scales to a usable size on a narrow screen.

An e-letterhead (or digital letterhead) trims the margins and legal footer a print letterhead needs, and favours a bright, high-contrast accent colour that reads clearly on screen. It's meant to be attached to emails, dropped into a digital PDF, or used as a signature-style header on documents shared online.
